RULE 10: Other Officers of the University

10.3: Appointment and Duties of the Proctor

10.3.1 The Proctor shall be appointed by the Executive Council from amongst the Professors of the University on the recommendation of the President and shall exercise such powers and perform such duties in respect of the maintenance of discipline and cooperation aimed at promoting healthy academic life in the University.

10.3.2 The Proctor may hold office for a term of three years and shall be eligible for re- appointment for one additional term.


RULE 29: Discipline of Students

29.2 The President may delegate all or such of his/her powers as he/she deems proper to the Proctor and to such other person or persons as he/she may specify in this behalf.



Proctorial Committee Rules and Regulations


The Acting President is pleased to re-constitute the Proctorial Committee to look into all matters arising from issues of the indiscipline among students as per Notification No SAU/2020/Admin/Proctor/777 dated 3 November 2020. The term of the above Committee is co-terminus with the term of the Proctor i.e. up to 10.08.2022.



The Competent Authorities of the South Asian University (hereafter ‘SAU’) has empowered the Proctorial Committee (hereafter ‘Committee’) to investigate cases of student indiscipline and violation of the student code of conduct on complaint by students, faculty members, SAU administration and/or on Suo motu cognizance by the Committee.




The Committee shall consist of the Proctor and members appointed by the Competent Authority.


The Proctor is entitled to select more members from among the SAU faculty members for the conduct of an inquiry and can allow a member to quit the Committee. All such decisions have to be ratified by the SAU President.


In the absence of the Proctor, the SAU President may appoint an officiating Proctor.


The Committee will maintain its own office within the University precincts and will have the required staff.






The Committee shall have the competence to investigate all forms and manifestations of student indiscipline, including:

  1. Violation of the student code of conduct.

  2. Disturbances caused by dharnas, group bargaining, hunger strikes or any other form of protest that disrupts

    1. the entry to or exit from any of the academic and/or administrative offices/complexes,

    2. movement of any member of SAU, and

    3. the general functioning of SAU.

  3. Stopping anyone in the campus from discharging his/her official duties.

  4. Causing disruption of formal meetings, functions and any other official events.

  5. Organizing events that vitiate the academic atmosphere of SAU.

  6. Causing disturbance to a class by playing loud music or by shouting inside/outside the classroom within the SAU premises.

  7. Disorderly behavior towards fellow students/University staffs/teachers/visitors.

  8. Misconduct in the classroom, causing damage to furniture or equipment or any other SAU property.

  9. Inciting others to create trouble in SAU.

  10. Bringing out defaming posters and pamphlets.

  11. Smoking in public inside the campus.

  12. Practicing ragging in any form whatsoever.

  13. Physical assault, or threat to use physical force against any student, teaching and non-teaching staff.

  14. Attempt at bribing or corruption in any manner.

  15. Creating ill-will or intolerance on religious, national, communal or political grounds.

  16. Any other activities not included in the list, but may be considered as an act of indiscipline by the Committee/Competent Authority if it disturbs the general functioning of the University.



  1. Inquiry may be conducted by the Committee/a Sub-Committee as considered appropriate by the Proctor in each case.

  2. The students will have the right to defend them before the Committee/Sub-Committee.

  3. The Committee/Sub-Committee may summon any student with a general notice of 24 hours or with an extraordinary notice of 12 hrs.

  4. The student shall sign the notice. In case the student is not available in the campus, notice will be posted on the hostel notice board. An email of the same will be sent to the student.

  5. If the student fails to appear before the Committee/Sub-Committee as required by the notice and if the student timely communicates a justifiable ground for non-appearance, a second notice may be issued. A third and final notice may be given if the student timely communicates a justifiable ground for his non-appearance in response to the second notice. The Committee/Sub-Committee may also send a notice at the permanent address of the student/inform the parents/guardian/embassies of the concerned student at any time.

  6. If the student neither appears nor communicates a justifiable ground for his non-appearance in response to the notice(s) and within the time stipulated as indicated in the notice(s), the Committee may proceed against the student ex parte.

  7. The student may be suspended pending inquiry.

  8. In case the Committee/Sub-Committee prima facie concludes that the act of indiscipline involves sexual harassment, then such a case shall be transferred to the Sexual Harassment Committee.

  9. The Committee/Sub-Committee shall conduct and complete the inquiry expeditiously as the circumstances may require or within such timeframe as may be required by the Competent Authority.




The Committee/Sub-Committee shall follow the rules of evidence admissible in administrative enquiries and shall admit all evidence, including documentary evidence and evidence by witness, probative of the case before it.



The Committee shall recommend punishment to the SAU President. The punishment can be one or more of the following:

  • Rustication with out-of-bounds of the campus

  • Withdrawal of admission in the future SAU academic programs

  • Withdrawal of Degree

  • Denial of admission for a definite period.

  • Withdrawal of the SAU Visa

  • Suspension including withdrawal of hostel facilities and financial assistance/ fellowship/scholarship of the SAU.

  • Withdrawal of hostel facility.

  • Withdrawal of financial assistance/fellowship/scholarship.

  • Fine of up to INR 20,000

  • Out-of-bounds of the campus

  • Withholding the degree for a specific period.



  • The student may appeal to the Grievance Redressal Committee (GRC) of the SAU only after the announcement of the punishment.

  • The GRC can reject the appeal of the student/can recommend a change in punishment/ withdrawal of the punishment.

  • Only the SAU President has the final authority to accept or reject the recommendations of the GRC.

  • Cases once inquired by the Committee will not be reopened until strongly recommended by the GRC and such a recommendation is approved by the SAU President.

  • A student cannot appeal for the reopening of the case. It will only be decided by the GRC.

  • Only Proctor and two other members of the Committee can look into the re-opened cases and should finish the inquiry within a fixed time (as recommended by the SAU President)

  • The student can only appeal once to the GRC. In case, the Committee recommends the punishment for the second time, the student will have no right to appeal to the GRC. The final authority in all such cases will rest with the SAU President.

Instructions to Candidates - Entrance Test 2020


Dear Candidate,


We are once again sharing some important information/guidelines with you because we find that many of the candidates have not followed the instructions sent earlier. We would also like to warn you that since it was a very short mock test we did not send out warnings but many candidates scored very low on the credibility score by not having the camera focused on their faces during the test, talking, using multiple screens, using mobile phones etc. If this occurs during the final test, red flags will be generated and if your credibility score goes bellow a certain percentage your test will be disallowed on grounds of malpractice. This is true even after you are able to finish the test and successfully submit your test. To avoid such a scenario, please DO NOT minimize the browser, move away from the camera, do not allow anyone into the room where you are taking the test (if multiple faces are detected your test may be singled out for further investigation). Also, we found that about 60-70 percent candidates had not bothered to read through the document sent as an attachment.


Please Read through the instructions below carefully

  1. On the day of the test, please ensure that your Android Mobile App is updated and downloaded from Play Store

  2. Candidates taking the test on a Laptop/Desktop must log into their registration portal ( ) and then click on the Click here to start test.

  3. Though the screen will go live a good 30 minutes before the start of the test, you can start the test only at the given time. During these 30 minutes go through the pre-Test verification and systems check process.

  4. Log in to your computer system/laptop from Admin User only.

  5. Ensure that the internet speed is proper and does not fluctuate too much.

  6. If the camera is not functional in Google chrome then try using Mozilla Firefox or vice versa. Without a functional camera, you will not be able to take the test.

  7. When asked to share your screen, please select the screen shown in the window to enable the screen sharing button.

  8. If you are more than 5 minutes late, you will not be allowed to take the test.

  9. The test will Auto Submit once the test time limit is reached.

  10. If your test is not shown in Active Session, please log out and then log in again.

  11. You will be monitored throughout the test period through both audio and video recording which can be used for verification purposes if there are red flags during your test.

  12. We would once again like to remind you to:

    • Not look at any mobile phone/tablet other than the computer or phone on which you are taking the test

    • A log table is allowed only for use in the Maths papers. Do not use a calculator.

    • If you are found systematically looking around room, looking up and down, left or right, under your desk, leaving the room, reading questions out loud, accessing a web page or other applications, using multiple screens, looking at notes or sheets your test can be cancelled.

    • If the webcam or laptop or your face becomes obscured, your test may be automatically submitted.

Message from The Acting President

It is a great pleasure to share with you that I have assumed the charge of Acting President of South Asian University with effect from 11th July 2020 (AN).

As you know South Asian University (SAU) is a premier international university, one of its kind, set up by the eight SAARC member countries, for the purpose of research and post graduate studies and development of mutual cooperation and harmony amongst the SAARC nations. The results of this initiative are discernible, as within a short span of one decade, the university has achieved many a milestones and garnered many accolades. SAU is seen as an evolving research and academic institute whose alumni are already creating a niche for themselves globally in the academic fields as well as other economic spheres. Such magnificent strides have been made possible due to our united efforts and contributions towards achieving excellence and thereby, becoming a much sought after destination for international students.

Being associated with SAU from its very infancy, I have an emotional bonding with this institution. The SAU campus has always been a very colourful and lively place because of the presence of students from SAARC countries, who have actively excelled at curricular and cultural activities. However, due to the unprecedented situation created by COVID-19 pandemic, that has engulfed the entire world with its unpredictable future, the education sector, including SAU, has been adversely affected.

The need of the hour is to survive as well as to maintain one’s livelihood. Since, despite the ongoing crisis, the system cannot come to a halt, been trying to continue working while following the guidelines issued by the Government of India guidelines to avoid community transmission. In the present circumstances, our responsibilities have become manifold since we have to run the system along with its challenges. I have complete faith in the capability, sense of responsibility and strength of my colleagues and staff members who are continuing to combat the present crisis successfully. Being the Acting President is certainly a new responsibility for me and I solicit full cooperation and support of all my colleagues, staff members and students in the larger interest of SAU. Your inputs and suggestions in the interest of SAU in the present crisis are always welcome.

To combat the present crisis, we have to follow the Government guidelines and the future course of action would depend upon the then prevailing circumstances.

Being a faculty of this organisation and a part of SAU from the very beginning, I am well aware of the hardships we may encounter. In the backdrop of the present crisis, I would seek co-operation and empathy from all the SAARC countries, who have always shown impeccable co-operation and support for the sustainable growth of this University. I also solicit the co-operation of all SAARC students, faculties, staff members and officers to confront the current challenges; not only to combat the crisis but also to simultaneously think of sustenance and growth of SAU. For such purpose, until the prevailing pandemic, I will be virtually available to take any noble suggestion/ initiative from the students / staff / faculty to retain the progress and glory of this unique institution.

Prof Ranjan Kumar Mohanty received his PhD degree from the Department of Mathematics, IIT Delhi in the year 1990. He has more than 30 years of teaching and research experience at various institutions including University of Indore, University of Delhi and South Asian University. Prof Mohanty is a recipient of prestigious ‘Fulbright-Nehru Senior Research Fellowship 2013’, ‘Commonwealth Fellowship 2000’, and ‘BOYSCAST Fellowship 1996’. He has worked as a post-doctoral fellow at Louisiana Tech University (USA), Nottingham Trent University (UK) and Loughborough University (UK). Prof Mohanty has published more than 200 research papers in various international academic Journals of repute. He has successfully guided 27 PhD students. He is a regular reviewer of many national and international Journals. Prof Mohanty is a Fellow of the National Academy of Sciencesis (FNASc), and of the Indian Academy of Mathematical Modeling and Simulation (FIAMMS).

Dr Malik joined the South Asian University on 4th July 2011 as the first Registrar. He holds a Ph.D. degree from Jawaharlal Nehru University, MA (Public Administration), MBA (AIMA), PG Diploma in Journalism, a Course of specialization in the Programme for Development Administration (DAP) offered in Rome (on an Italian Government Scholarship) for six months. Dr. Malik has about thirty-five years of experience of working in Educational Administration. Before joining South Asian University, Dr. Malik worked as the first Registrar of Ambedkar University, Delhi (AUD), Govt. of NCT of Delhi. He has served Jawaharlal Nehru University (JNU) for about 20 years as Joint Registrar/Deputy Registrar/Assistant Registrar, and as OSD to Union Minister for Science & Technology, Planning and Programme Implementation. While working at JNU in different capacities, he has gained wide ranging experience in all aspects of University Administration – Human Resource Management, Academic Administration, Financial Management, Admission and Evaluation (including for recognized Defence and other institutions of JNU), Hostel Administration, Project Management, International Collaborations and e-Governance. Dr. Malik has been actively involved in introducing computerization in university processes (particularly at JNU). He was a member of a number of Committees constituted by JNU/AUD. He was also a member of various committees such as Selection Committee for administrative positions of Central Universities of Sikkim & Rajasthan. He is also a Finance Committee member of Central University of Gujarat. He has written a number of articles on different aspects of University Administration (office automation, e-governance, Training needs, Outsourcing of support services, student mobility, management of University resources, etc.), which have been published in research journals.
